Reader: City levy will pad general fund

I was on the committee (by invitation) that recommended to increase City of Urbana water/sewer bills by $5 per month. We did so, believing that the 70 percent capitalization, 30 percent spendable legislation our committee drafted would protect the fund from raiding. What followed was a lesson in creative accounting by our finance department. The capital funds were diverted to other departments and resulted in a 5 percent overall increase to the city’s budget. This new legislation carries the same hallmarks. Read closely how the new funding will be utilized. I see a permanent new EMS/fire tax shift based on the funding model, and a huge increase to the general fund.
