Council to vote on group health insurance renewal

The city of Urbana administration will recommend Urbana City Council approve a renewal contract with Medical Mutual for group health insurance during its 6 p.m. meeting today in municipal court chambers.

The renewal, which includes life, vision and dental, would be secured through Stocksdale Insurance at a total cost of $1,313,279.90, a 14.9 percent increase from the 2015 rate.

To help offset the additional costs to the city, the plan – selected by the city’s Health Insurance Committee – calls for the city’s contribution to participating employees’ Health Savings Accounts (HSA) to be decreased.

With spring approaching, administration will present council with an approval request for a purchase order to A&B Asphalt Corporation in the amount of $309,499.02 for the city’s 2016 Asphalt Program. Per a previous agreement with the Champaign County Engineer’s Office, the county will contribute approximately $55,000 toward the total cost of the yearly road repaving/maintenance program.

In another road-related matter, the administration will recommend council sign off on a purchase order to the Champaign County Commission in the amount of $22,387.50 for the local share of the Taft Avenue Improvements Project.

Third and final readings

Council is scheduled to vote on two measures concerning labor agreements with members of the Urbana Police Division and two measures relating to future city projects.

Two ordinances that would establish new collective bargaining agreements between the city and the UPD patrol officers and the city and sergeants with the UPD, will undergo third and final readings.

If approved, the new three-year deals, ratified by the Urbana Fraternal Order of Police/Ohio Labor Council Inc on Jan. 5, would result in base wage increases of 1.25 percent in each year of the contracts, a $50 increase in the annual allowance for uniforms from the previous contracts, and an additional personal day for employees who don’t use sick leave in a 12-month calendar year.

A resolution authorizing the director of finance to transfer and appropriate funds from the Community Development Block Grant (CDBG) Housing Revolving Loan Fund Program to the fiscal year 2015 CDBG Champaign County Allocation Project for the North Oakland Street Curbs and Sidewalks Phase 1 Project will be put to a vote following a third reading.

Council will also vote on a resolution authorizing the director of administration to submit an application to the Ohio Department of Transportation under its Small city Program for improvements to the Monument Square roundabout and approaching roadways.
