Changes to conveyance standards coming soon

Changes to the county’s conveyance standards are expected to go into effect later this year after they were established nearly 14 years ago.

The second of two public hearings on changes to the conveyance standards will be held at 1 p.m. Wednesday in the Champaign County Community Center, conference room B.

Champaign County Auditor Karen Bailey said the conveyance standards govern how property is transferred from entity to entity to ensure the transaction is done fairly and equitably. Bailey added the standards help anyone transferring property receive an accurate legal description of property.

According to the Champaign County engineer’s website, the county’s standards were adopted in October 2001 to insure proper and accurate descriptions of property, correct errors that are evident and to insure that property is accurately described for tax purposes.

Champaign County Engineer Stephen McCall said Champaign County has not updated its standards since then. He noted each county has its own set of conveyance standards which are different from each other.

“We had been keeping notes on items that kind of needed to be updated and we got to a point that we felt now is a good time to do that,” McCall said about updating the standards. “We have two new elected officials and also we’ve had a lot of time and experience with what we have in these standards and looking at things that need to be adjusted.”

Some of the proposed changes to the conveyance standards include addressing landlocked properties and how the county engineer’s office can address an instrument of conveyance after receiving it.

Even with the proposed changes, McCall said most of the property transfer procedure will remain the same.

The proposed changes to the standards are expected to be adopted Oct. 1 and go into effect on Dec. 1. A draft of the proposed changes is available on the county engineer’s website (http://engineer.co.champaign.oh.us/subdivisions.asp).

Residents who are unable to attend Wednesday’s meeting can call or email the engineer or auditor’s office to ask questions or voice concerns.
