Urbana City Council on Tuesday agreed to pay the Champaign County Engineer’s Office $7,701.86 for its share of the Dellinger Road Bridge Project, scheduled to begin in early October.
The bridge, which crosses Dugan Ditch just west of Clark Road/East Lawn Avenue on Dellinger Road, is owned by the county, city and Salem Township.
Champaign County Engineer Steve McCall, whose office took the lead on the project, said Brumbaugh Construction of Arcanum, which has done several bridges for the county, plans to begin work within the next few weeks with completion scheduled the second week in November.
Besides replacing the existing concrete slab bridge on concrete abutments with a precast concrete box structure, McCall said, the project will straighten the roadway a bit and increase the turning radius for Clark Road.
“This work will help provide a better turning radius for trucks making a right turn from Dellinger Road as they head into the city,” he said.
During the project, McCall said, Dellinger Road will be closed between Julia Street and Clark Road/East Lawn Avenue.
The county was awarded an Ohio Public Works Commission Local Transportation Improvement Program grant that will fund 84 percent of the total project cost and includes a local match of 16 percent. McCall said the actual bid for the project came in at $195,813.
Since the bridge is owned by multiple entities, the county agreed to pay 50 percent of the local match, while the city of Urbana and Salem Township each agreed to pay 25 percent.
“It was great to have the city work with us on this project,” McCall said.
Fighting public nuisances
Indoor furniture no longer can be kept outdoors after council approved an ordinance amending the city’s codified ordinances to add “outdoor use of furniture” to general offenses under existing chapter 521 pertaining to health, safety and sanitation.
“This is legislation to basically give us another tool in the toolkit for enforcing health, safety and sanitation in the city,” Community Development Manager Doug Crabill said. “Basically, it prohibits the use of indoor furniture outdoors.”
Crabill added while the ordinance is focused on indoor furniture like couches on porches or in yards, the ordinance gives the city another tool to deal with mattresses left outdoors.
In a related matter, council approved an ordinance amending the city’s codified ordinances by updating the nuisance code penalty to be consistent with the Ohio Revised Code.
“As of now, the penalty for a minor misdemeanor in the state of Ohio (currently $150) has not been $50 for quite some time, but that’s what our nuisance code has read for quite awhile now,” said Director of Law Breanne Parcels, who added that from here on out, the city’s penalty for a minor misdemeanor under the nuisance code will be adjusted whenever necessary to match the amount noted in the Ohio Revised Code.
In other business:
•Council heard the second reading of three resolutions involving the preliminary approval between the city and Ohio Department of Transportation (ODOT) for pavement overlay of the following areas: U.S. Route 36 from Dugan Road to Ludlow Road (scheduled for 2020), U.S. Route 36 from the county line between Champaign and Miami counties to the western corporation limit of Urbana (scheduled for 2017), state Route 29 from the city’s eastern corporation limit to state Route 56, and state Route 54 from Hickory Grove Road to the city’s southern corporation limit near Kingdom Hall of Jehovah’s Witness.
“These are ODOT paving or pavement maintenance projects that touch the city border, but require no city financial participation,” Crabill said.
•A purchase order in the amount of $4,000 to Thompson, Dunlap & Heydinger Ltd. for legal work and title work associated with the Q3 JMC project was approved by a 6-1 vote (Council member Al Evans voted no) by council.
Crabill said the city will contract the services of attorney Chris Moell, who worked with the city on the Fox River/WEIDMANN project.
“He also did the title work for the county as part of the (Champaign County) Board of Revision process for Q3 JMC, so he has the background on this property,” Crabill added.
•Council signed off on a purchase order to Henkaline & Associates Inc. in the amount of $2,800 for seven review appraisals for the Safe Routes to School Phase 2 Project.
“This is the last spending item for this project in 2015,” Crabill said, adding the measure was necessary to fulfill ODOT requirements that state a review appraiser must review the first appraisal work carried out on seven properties the city has acquisition plans for in order to complete the SRTS project.
The project, put together prior to the bond issue passing for the construction of new schools, involves installing sidewalks on the south side of Boyce Street from East Lawn Avenue to Jefferson Avenue and on the east side of Madison Avenue from Boyce Street to Central Street (back of East Elementary).
•A purchase order to EJP in the amount of $11,056 for two 10-inch EZ inline valves for the maintenance of the city’s water system was approved by council.
With the winter season fast approaching, Water Superintendent Bob Munch said the valves will serve as a spare set just in case they are needed in an emergency.
